Does the technology exist to build domes or cities on or under the ocean, or in the Arctic?

I had heard that there was a Russian scientist making proposals to the U.N. a while back to dome cities as a way to conserve energy and protect from falllout. Apparently some of the new plastics are well suited to it. Does anyone have this or elated data?
