How would you contact a main person in charge in the Navy? The contact us has a Senior Chief, i need higher.?

I have a serious incident to report but I'm only a civilian. The person that I will be making the allegation against is a Senior Chief. The only contact info gives you a Senior Chief. This is an issue, due to the code all Chiefs possess, which is to always help another chief no matter what. This info needs to be placed in higher hands. Who can I contact?
